IMO, they should reduce bowls and allow everyone the December practices.

Part of the drive to have more bowls is to have more teams getting approval for extra practices. If the NCAA allowed everyone to have the practice, then there wouldn't be the need for all of the meaningless bowls. They could take the number of bowls from 40 to 15, and they remaining 15 would all be more of an accomplishment for the teams that make it to them.

ESPN would fight it though because there must be viewers for the mid December bowls.
